At the time of writing Jena has had more active development than the Python FourSuite and the C# Drive. What can be read into that I wonder?

Eclipse Plugins
This developerWorks article describes how you can make use of Eclipse plugins to create a fairly well-featured Python IDE. Other plugins I have used successfully are XMLBuddy, OxygenXML, SQLExplorer, and JDepend.
